Why does AI compliance need approval gates?

An approval gate is not a bottleneck. It is an attribution point that ensures no AI system moves forward in the governance chain without documented, accountable review. The gate requires a responsible person to see the screening result, the evidence state, the risk classification, and any open gaps before approving, rejecting, or requesting completion.

Without approval gates, governance becomes advisory rather than binding. The organization may produce documentation, but it has no controlled point where accountability is established.
