Named accountability is the difference between a compliance statement and a reconstructable decision. When responsibility is anonymous, governance becomes fragile. When responsibility is named, the organization can show that the correct roles were involved, that missing evidence was assigned, that exceptions were reviewed, and that approval was given by an accountable role.
AI governance cannot be anonymous
AI governance fails when responsibility is distributed so broadly that no one is accountable. A business team says the tool is only experimental. IT says the vendor provides the system. Legal says the department supplied the use case. Compliance says the system owner must complete the record. Management assumes the review was done. The vendor says the customer controls deployment. This is how accountability disappears.
AI governance cannot rely on informal delegation, shared assumptions, or undocumented responsibility handovers. If an AI system is used in an organization, the governance record must show who is responsible for it. That does not mean one person carries all legal responsibility alone — it means the process must clearly identify named roles, decision points, review responsibilities, and approval attribution.
Ownership is not the same as awareness
Many organizations know that AI systems exist. That is not the same as owning them. A system may be used by a department, configured by IT, paid through procurement, reviewed by legal, and operated by business users. Each of these groups may be aware of the system. But awareness is not ownership.
Ownership means a named person or role is responsible for ensuring that the system is documented, reviewed, completed, monitored, and brought through the required governance process. A weak record says: "The HR department owns this AI system." A stronger record says: "This AI system is owned by the named AI System Owner for HR Operations, reviewed by the responsible Supervisor, connected to the relevant legal entity, and subject to defined evidence and approval requirements." That difference matters when the decision must later be reconstructed.
Attribution is a governance control
Attribution means that actions in the governance process are connected to identifiable people or roles. Who registered the AI system? Who described the business purpose? Who completed the technical information? Who ran or reviewed the screening? Who assessed actor role? Who marked an obligation as not applicable? Who provided evidence? Who requested further completion? Who approved the system? Who accepted a documented exception? Who triggered re-screening?
Without attribution, the organization may know the current status of a system but not the decision path that produced it. Attribution turns activity into governance evidence.
Named accountability protects the organization
Named accountability is sometimes misunderstood as creating personal exposure. In reality, it protects the organization. When responsibility is named, the organization can show that the decision was not accidental, informal, or unmanaged. It can show that the correct roles were involved. It can show that the system did not enter use through shadow approval. It can show that missing evidence was assigned. It can show that exceptions were reviewed. It can show that approval was given by an accountable role.
Anonymous compliance creates uncertainty. Named accountability creates reconstructability.
Informal delegation is not governance
Informal delegation is common in AI compliance. A manager asks someone to "check the AI Act issue." A legal colleague says the system seems low-risk. A technical owner says the vendor handles compliance. A business team assumes that procurement already reviewed the tool. The decision moves forward. This may work operationally for a short time, but it does not create a defensible governance record.
Informal delegation fails because it does not clearly show who was responsible, what they were responsible for, whether they accepted the role, which information they reviewed, whether they had authority to decide, whether their decision was approved, or whether missing evidence remained open. If AI governance depends on informal delegation, the organization may later struggle to explain how the decision was made.
Responsibility must be system-specific
Named accountability must be system-specific. It is not enough to say that the compliance department owns AI governance generally. Each AI system needs a governance owner connected to the system's purpose, risk context, evidence status, approval path, and review obligations. A public-facing AI chatbot, an HR screening assistant, a fraud detection model, an internal productivity tool, and an AI-based customer scoring system may all require different owners, reviewers, and approval paths. Accountability cannot be managed only at policy level — it must be attached to the governed object.
Responsibility must be connected to role logic
AI governance involves different roles. The Business Operator may describe the use case, purpose, affected process, and intended outcome. The AI System Owner may complete technical, operational, provider, data, and deployment information. Legal or Compliance may review uncertainty, applicability, actor role, and obligation logic. The Supervisor may approve, reject, return for completion, or document an override. The Auditor may need read-only visibility. Management may need consolidated governance status.
Each role has a different function. A strong governance system must preserve which role acted and where. It should not collapse all activity into one generic "user" field. Role-based attribution makes the record understandable.
Named accountability and supervisor approval
Supervisor approval is one of the most important accountability points in AI governance. The Supervisor does not merely confirm that a form is complete — they review the decision basis. That basis may include system context, screening result, prohibited-practice check, risk classification, actor-role assessment, obligation matrix, evidence readiness, documented non-applicability, unresolved gaps, and legal source context.
When the Supervisor approves, rejects, returns, or documents an override, the decision must be attributed. Who approved? When? Based on what record? With which evidence? Were there open gaps? Was risk accepted? Was re-screening required? Without named supervisor attribution, approval becomes a weak status label. With attribution, it becomes a governance decision.
Named accountability and evidence
Evidence without ownership creates follow-up problems. If technical documentation is missing, who must obtain it? If human oversight is unclear, who must define it? If transparency evidence is incomplete, who must correct it? If vendor evidence is external, who must request or verify it? Evidence readiness requires responsible ownership. A missing evidence item should not sit passively in a report — it should be routed to a named role. This turns missing evidence into controlled governance work.
Named accountability and non-applicability
Non-applicability must also be attributed. If an obligation is marked not applicable, the organization should know who made or reviewed that determination. A strong record should show: which obligation was considered; why it was considered not applicable; which system context supported the conclusion; which actor role was relevant; which evidence supported the conclusion; who reviewed the decision; whether supervisor approval was required. Without attribution, non-applicability can become a hidden omission. With attribution, it becomes reviewable.
Named accountability and overrides
Overrides are especially sensitive. If an organization allows a system to proceed despite missing evidence, unresolved gaps, or accepted risk, that decision must be named. An override should show who approved it, why it was considered justified, which gap or risk was accepted, which conditions apply, whether follow-up is required, whether re-screening is required, and which evidence was available. An undocumented override is a governance weakness. A documented, attributed override is a governance decision.
Named accountability across legal entities
In enterprise environments, accountability must often be connected to legal entities. A group may have multiple subsidiaries. One legal entity may own the system. Another may use it. A shared-service organization may operate it. A central company may procure it. A local entity may be accountable for deployment. If accountability is documented only at group level, the governance record may be incomplete. A strong enterprise AI governance structure should show which legal entity is responsible for which AI system and which named roles act within that entity's governance path.
Spreadsheets can contain owner names — they cannot reliably create named accountability. A name in a cell does not prove that the person was assigned, notified, involved, or accountable for the decision. It does not show who changed the record, preserve role-based activity, or create supervisor approval. Similarly, email may create the appearance of accountability — someone asks, someone answers, someone says "looks good" — but it does not reliably connect messages to the AI system record, enforce required review steps, or distinguish roles. Email can coordinate discussion. It cannot create named accountability at governance level.
How EAB structures named accountability

EAB does not rely on informal delegation. It creates attributed governance records.
EAB does not remove organizational responsibility. EAB does not decide who is legally liable in every situation. EAB does not replace management, legal teams, compliance officers, auditors, or DPOs. EAB does not turn accountability into automation. Instead, EAB structures accountability — helping organizations show who owned the system, who reviewed the record, who approved the decision, who accepted exceptions, and who must act next. EAB controls process integrity, not decision outcomes.
