AI literacy is one of the most underestimated obligations under the EU AI Act. Article 4 requires providers and deployers to take measures, to their best extent, to ensure a sufficient level of AI literacy of staff and other persons dealing with the operation and use of AI systems on their behalf — taking into account technical knowledge, experience, education, training, the context of use, and the persons or groups on whom AI systems are used. For organizations, this means AI literacy must become part of the governance record. The question is not only whether employees received general AI awareness training — it is whether the organization can show that the people operating or overseeing AI systems had suitable literacy for the systems and contexts involved.
AI literacy is not generic awareness
Many organizations respond to AI literacy by creating a general training session: employees learn what AI is, receive guidelines on acceptable use, and are warned about hallucinations. This can be useful, but it is not enough for mature governance. AI literacy under the AI Act is context-sensitive. A person using an internal drafting tool does not need the same literacy as a person supervising an AI system used in recruitment, credit support, healthcare, education, customer scoring, or access to services. A developer configuring AI systems needs different literacy than a business operator entering system data. A supervisor approving AI use needs different literacy than an employee using AI to summarize documents. AI literacy must be connected to role, system, use case, and risk.
AI literacy is a deployer obligation
Deployers are directly affected by Article 4. An organization that uses AI systems under its authority must take measures to ensure that relevant staff and other persons dealing with AI systems on its behalf have a sufficient level of AI literacy. This is a broad obligation. It applies to people who operate, use, supervise, manage, or interact with AI systems in the organization’s operational context. The organization should therefore not treat AI literacy as an optional culture initiative — it is part of AI governance.
AI literacy must be proportionate to context
The required literacy level depends on the context. The organization should consider technical knowledge, experience, education, training, role in relation to the AI system, operational use case, risk level, affected persons or groups, potential impact of errors, degree of automation, human oversight responsibility, and sensitivity of the decision context. A one-size-fits-all training record is weak. A stronger governance approach maps AI literacy to the systems and roles involved.
AI literacy supports human oversight
Human oversight cannot be effective without literacy. A human reviewer must understand enough about the AI system to perform meaningful oversight — what the system is intended to do, what its outputs mean, what limitations exist, what risks may arise, when to intervene, how to challenge an output, and how to escalate concerns. If a person is assigned to oversight but lacks sufficient literacy, the oversight claim becomes fragile. AI literacy evidence therefore supports the human oversight record. The organization should be able to show that oversight roles were not assigned blindly.
AI literacy should be system-specific where needed
General training can create a baseline, but certain AI systems require system-specific literacy. An HR team using AI-supported candidate ranking needs literacy about bias, human oversight, decision influence, transparency, and employment sensitivity. A customer service team using AI chatbots needs literacy about escalation, hallucination, customer transparency, and data input restrictions. A compliance team using AI screening needs literacy about structured input, advisory outputs, human review, and audit trail. A technical owner needs literacy about provider documentation, system limits, logging, data, and change control. The governance record should distinguish general AI awareness from system-specific literacy.
AI literacy evidence must be documented
AI literacy must be provable. The organization should be able to show which training or measure was provided, who received it, which role it applied to, which AI system or system category it covered, when it occurred, which content areas were addressed, whether it was general or system-specific, whether refresher training is required, and whether role changes trigger new literacy needs. This does not mean excessive bureaucracy — it means literacy must be evidence-ready.
AI literacy is more than formal training
Article 4 speaks of measures, not only training sessions. AI literacy can be supported through role-based training, system-specific instructions, usage guidelines, approval workflow guidance, human oversight instructions, onboarding materials, internal policies, supervisor briefings, DPO or compliance guidance, AI system owner playbooks, technical documentation extracts, and incident or misuse learnings. The organization should document which measures exist and how they support the required literacy level.
AI literacy must be maintained over time
AI literacy is not completed once. AI systems change, use cases change, employees change roles, new tools are introduced, guidance evolves, and incidents reveal new issues. A person trained on one system may not be prepared for another. A general training from two years ago may not support a new high-impact AI use case. This is why AI literacy should be connected to continuous governance. The organization should know when literacy evidence is outdated, missing, partial, or no longer aligned with the system context.
AI literacy supports management accountability
Management also needs AI literacy. Not every executive needs technical depth, but leadership must understand enough to govern AI risk, approve policies, read compliance status, ask meaningful questions, and understand where accountability sits. A board or management team that receives AI compliance reports without understanding the difference between inventory, screening, obligations, evidence, approval, and re-screening cannot exercise strong oversight. Spreadsheets can list training completion. A spreadsheet may show that an employee attended a general AI session — but it may not show whether the training was relevant to the AI system they operate, whether they supervise a high-risk use case, whether the content covered human oversight, whether the training is current, whether contractors were included, or whether literacy evidence is linked to system approval. AI literacy governance requires relationships between people, roles, systems, training measures, evidence, and review status. A spreadsheet completion list is not enough.
How EAB structures AI literacy governance
In EAB, AI Literacy Evidence is connected to the governance record. The AI System Registry identifies which systems exist and who owns or operates them. Business Intake and Guided Technical Completion describe use context, affected persons, and roles. AI Screening and Risk Classification identify where stronger literacy expectations may arise. The Obligation Matrix shows AI literacy as a relevant obligation area. Evidence Readiness shows whether AI literacy evidence is complete, partial, missing, outdated, external, or not applicable. Supervisor Approval can take literacy evidence into account before approval. Audit-Ready Traceability preserves literacy evidence, changes, approvals, and re-screening relevance. This makes AI literacy visible as part of governance rather than hidden in HR training files.
